Something else weird, since I started typing this post, the network health has been switching from OK to 'No incoming connections' but even when I try to update the tracker while the health is OK I still get the Connection Refused error. I do have the ports randomized, I have it set to encrypt stream and I run my tracker announce through Tor (which I've also tried to turn off with no results). My network health is now saying 'No incoming connections' and when I try to test my port in the prefs it always says the port is closed. The only changes to my system were the Firefox updates released this morning.

it works fine in utorrent but i am trying to move away from that program. when i first open deluge it will start downloading and then after a few seconds, plummet and come to a standstill.
